does anyone have any info on starting a legitimate petition against an FAA regulation about infants riding in the laps of an adult with no harness or resraint during take off, taxing or landing?

i would seriously like to see this change.

thanks for the reply -- it was very helpful. maybe you could help one more time -- if you dont mind.

what i want to do is change the FAA regulation regarding infants riding in the laps of adults with no restraints. i want he FAA to allow or actually mandate that infants be secured in some fashion that is safe for taxing, take-off and landing.

my plan was to create a petition with several signature and take it before a supreme court and hopefully before the FAA board. do you think i am starting in the right place by creating a petition of signatures and then contacing the FAA and supreme court? i am new to all of this

i know in the past the general response from the FAA was suggested that the adult buy another seat. but sometimes that is not possible and thats not the point either. anyhoo -- without going off on a tangent, my next question is --- how do i go about find the exact regulation about infants riding in the laps of adults?
