 Boeing in contract talks with engineers union

Coming off a difficult bout of negotiations with its machinists union, Boeing Corp. is back at the bargaining table, this time hammering out new contracts for about 19,300 engineers and technical workers.

A week into the talks, both sides remain cordial, although sources said the Chicago-based aerospace giant has made clear that the contracts will not include a moratorium on layoffs requested by the Society of Professional Engineering Employees in Aerospace.

The International Association of Machinists and Aerospace Workers sought--and was denied--a similar guarantee during its negotiations, which ended in September.

Boeing officials say such job promises are impossible to make.

"So many external events could happen to a company," said Tom Koehler, a Boeing spokesman.

Boeing is completing the elimination of 30,000 jobs announced in September 2001 following the terrorist attacks, which plunged the U.S. airline industry into a tailspin.


Boeing officials have said more cuts will be needed but have not given a total figure.

Leaders for the engineers union, which has lost between 2,500 and 3,000 members to layoffs, declined to comment on whether the union has requested job guarantees as part of three contracts for about 18,000 workers primarily in the Puget Sound region and about 1,300 in Wichita, Kansas. The contracts expire in early December.

But union officials do want the layoffs to end.

"There should be a realization by the company that enough layoffs have occurred," and that Boeing should maintain its workforce to remain strong for the future, said union spokesman Bill Dugovich.

Officials on both sides said a number of issues have been resolved favorably, but that economic topics such as compensation, benefits and pensions have not come to the table.

Those issues sparked animosity two years ago when union members struck for 40 days over Boeing's attempt to pass $26 million in health-care costs on to workers.

"In the early stages two years ago, it was positive and productive," Dugovich said. But this time should be different, he said.

"Both sides have had the bad experience of the strike last time, and nobody wants to repeat that," he said. "We have good reason to believe these talks are going to have a good outcome."

Koehler said that from what Boeing has seen so far, the union's compensation proposal takes into account the difficult business climate Boeing faces. "We felt it recognized the current environment."

Boeing is expected to present its compensation and benefits proposal this week in negotiations with workers in the Puget Sound area. Their contract expires Dec. 1.

Talks with the Wichita unit began in earnest Monday. Its contract expires Dec. 5.
